Seminarium w Paryżu
W ramach udziału Komendy Wojewódzkiej Policji z siedzibą w Radomiu w projekcie badawczym POLIIICE, w dniach 21-22 marca 2023 r. w Paryżu odbyło się seminarium podsumowujące pierwsze 6 miesięcy trwania projektu, w którym udział wzięli wszyscy przedstawiciele podmiotów zaangażowanych w przedsięwzięcie.
W trakcie seminarium przedstawiono wyniki ankiety przeprowadzonej wśród funkcjonariuszy europejskich organów ścigania, w zakresie warunków i problemów związanych z możliwością gromadzenia legalnie przechwytywanych informacji. Wskazano na brak uwarunkowań prawnych i jednoznacznych przepisów, które usystematyzowałyby te zagadnienia w ramach całej Unii Europejskiej. Poszczególni członkowie konsorcjum przedstawili swoje osiągniecia w zakresie poczynionych do tej pory prac oraz wskazali harmonogram zadań na kolejne miesiące trwania projektu. W ramach trzech równolegle prowadzonych warsztatów debatowano nad: wymaganiami użytkowników odnośnie projektowanych narzędzi, technicznymi warunkami funkcjonowania projektu oraz strategią standaryzacji prawa w UE. Na zakończenie seminarium koordynatorzy projektu zaprosili wszystkich uczestników do aktywnego udziału w pracach konsorcjum oraz mającej odbyć się jeszcze w tym roku prezentacji pierwszych, testowych rozwiązań technicznych projektu.
Projekt POLIIICE to nowa generacja działającego zgodnie z prawem systemu przechwytywania danych, którego celem jest wprowadzenie europejskich służb bezpieczeństwa do nowej ery dochodzeń i wywiadu. Umożliwi to zwalczanie pojawiających się wyzwań stawianych przez nowe technologie komunikacyjne tj. 5G i IOT, komunikacja na poziomie aplikacji (typu Whatsapp, Telegram, Signal, Slack i innych) oraz algorytmy szyfrowania odporne na moc deszyfrowania komputerów kwantowych. Konsorcjum składa się z 22 międzynarodowych instytucji partnerskich, w tym m.in.: Ministerstwa Spraw Wewnętrznych z Francji i Hiszpanii, Głównego Inspektoratu Policji w Mołdawii, Policji ze Szwecji, Grecji, Estonii oraz instytucji badawczych, akademickich i technologicznych, a koordynatorem jest Wydział Policyjny Uniwersytetu Nauk Stosowanych dla Służby Policyjnej w Bawarii. Z ramienia naszej organizacji wydziałem zaangażowanym w działania projektowe jest Laboratorium Kryminalistyczne, a w spotkaniu w Paryżu wzięli udział dwaj biegli badań informatycznych z Laboratorium Kryminalistycznego z Komendy Wojewódzkiej Policji z siedzibą w Radomiu.
Projekt ten otrzymał dofinansowanie z programu Unii Europejskiej "Horyzont Europa" w zakresie badań i innowacji na podstawie Umowy grantowej nr 101073795.

Seminar in Paris
Within the framework of the participation of KWP zs. w Radomiu in the POLIIICE research project, a seminar summarising the first 6 months of the project was held in Paris on 21-22 March 2023, attended by all representatives of the entities involved in the project.
During the seminar, the results of a survey conducted among European law enforcement officers were presented on the conditions and problems related to the related to the possibility of collecting legally intercepted information. The seminar presented the results of a survey of European law enforcement officers on the conditions and problems associated with the related to the possibility of collecting lawfully intercepted information. It was pointed out that there is a lack of legal conditions and unambiguous legislation to systematise these issues across the European Union. Individual members of the consortium presented their achievements of the work done so far and indicated the schedule of tasks for the next months of the project. In three parallel workshops, the following issues were debated: user requirements for the tools to be designed, the technical conditions of the project and the strategy for legal standardisation in the EU.
At the end of the seminar, the project coordinators invited all participants to actively participate in the work of the consortium and the presentation of the first technical test solutions of the project, expected to take place later this year.
The project is a new generation of a legally operational interception system that aims to bring European security services into a new era of investigation and intelligence. It will enable them to combat the emerging challenges posed by new communication technologies, i.e. 5G and IOT, application-level communications (such as Whatsapp, Telegram, Signal Slack and others) and encryption algorithms resistant to the decryption power of quantum computers.
The consortium consists of 22 international partner institutions, including: Ministry of the Interior from France and Spain, the Chief Inspectorate of Police of Moldova, Police from Sweden, Greece, Estonia, as well as research, academic and technological institutions, and coordinated by the Police Department of the University of Applied Sciences for the Police Service in Bavaria. On behalf of our organisation, the department involved in the project activities is the Forensic Laboratory, and the meeting in Paris was attended by two IT research experts from the Forensic Laboratory of the Regional Police Headquarters in Radom – staff sergeant Tomasz Wąsik and Michał Kwiatkowski.
